Your service provider may charge for each SMS you send - most graphics are charged as for a single text message. However picture messages are sent as three SMS messages, and the larger 7110 operator logos sent as two, so the charge will be accordingly higher.
There is no charge for uploading graphics and ringtones directly to the phone.
